I think you mean the Live Photo feature. You can find it in the Animation tab: https://prnt.sc/uO8z8Y3xQIf8

I want to animate photos like in the Ver. 19 Youtube clip. at the start of the video at the 8sec. mark the water in the photo is moving and so is the fire. I have v. 20 gold but can not find this feature.
